What happened

Between January and February 2026, researchers at the ADL's Center on Extremism systematically reported 253 pieces of violative content on Instagram through the platform's standard user reporting system. Instagram removed only 7% of them. The remaining 93%, which included posts and accounts linked to white supremacist networks, US-government-designated foreign terrorist organizations, and vendors selling Nazi merchandise, remained live. The study came more than a year after Meta CEO Mark Zuckerberg announced the elimination of Instagram's fact-check program and the discontinuation of automated hate speech detection. In at least 20 cases, Meta told researchers it lacked the bandwidth to review the reports. The ADL released the findings ahead of a Meta shareholder meeting, demanding reinstatement of proactive moderation measures.

Zuckerberg said content moderation involves trade-offs between catching hate and over-censoring innocent people. What he did not say is that removing detection automation and shrinking the moderation team resolves that trade-off by simply not trying. A 93% non-removal rate is not a calibrated balance. It is no policy dressed as one.

The timing of Meta's moderation changes coincided with Zuckerberg's pivot toward the Trump administration, which had made content moderation a political target. Meta also faces economic pressure: ad revenue on Instagram is sensitive to brand safety concerns, but moderation is expensive. The company reduced its trust and safety workforce significantly in 2024-2025. The 'free speech' framing may be sincere, but it also conveniently aligns with the positions of a White House Meta needs to avoid antagonizing and a cost structure that benefits from doing less.

The 93% non-removal rate reflects deliberate tolerance of extremism

Meta's stated position is that it still bans organizations engaged in violence and that its AI systems catch most violative content proactively. The ADL tested the user-reporting pipeline, not Meta's automated detection. It is possible that a significant portion of the content the ADL reported had already been flagged internally or would have been removed without the report. The 93% figure measures the failure rate of one reporting channel, not the total volume of extremist content Meta allows. That said, if Meta's automated systems are working well, the capacity excuse for 20 unreviewed reports is hard to defend.

Shareholder pressure will change Meta's approach

Meta's stock is up significantly. Advertisers have not fled in meaningful numbers despite similar campaigns after previous moderation controversies. The ADL's past campaigns against Twitter under Musk did not change Musk's policies and did not materially affect X's advertiser base over time. Shareholder votes on content moderation at Meta have historically been advisory and non-binding, and the major institutional shareholders have not prioritized this issue over financial returns.

The Real Disagreement

The fork is between two positions on what platforms owe their users and the public. Position one: private companies have the right to set their own moderation rules and users who dislike them can leave; government should not compel content decisions. Position two: platforms that are effectively public squares have obligations to the communities they host, and the scale of harm from doing nothing exceeds the theoretical harm from over-moderation. The trade-off framing Zuckerberg uses assumes the second position is wrong. But Facebook and Instagram are not just messaging apps. They are the primary communication infrastructure for billions of people who have nowhere comparable to go. The 'go elsewhere' option does not exist for people whose communities, family communication, and civic life are organized on Instagram. When the only realistic option is to stay on a platform that lets terrorist networks operate, 'we made a trade-off' is not an answer. The side I lean toward: platform obligations scale with market power, and Meta has enough of both to justify mandatory minimum moderation standards.

What No One Is Saying

Zuckerberg's rollback was also a labor decision. Content moderation at scale requires large numbers of contractors who review graphic and traumatizing material at low wages, often without adequate mental health support. The automation rollback was partly about reducing this workforce, which has been the subject of labor organizing, mental health lawsuits, and regulatory scrutiny. 'We care about free speech' is easier to say than 'we reduced the number of traumatized low-wage workers reviewing terrorist content because it was expensive and legally risky.'

Brands that contractually prohibit placement next to extremist content have limited visibility into where their ads actually appear on Instagram. The ADL study makes the problem legible, which is a liability for brands that continue to spend without demanding more accountability.

The EU, using the Digital Services Act, mandates reporting and minimum removal rates for designated terrorist and hate content. Meta begins restoring automated detection for the EU market to avoid fines. US regulators follow with lighter-touch requirements. The analysis changes if it turns out Meta's AI systems are catching most violative content proactively and the ADL's user-report test measured a narrow slice of the moderation infrastructure. Meta could resolve this by publishing its own independent audit of proactive detection rates. It has not done so.
